Purpose
The refinery was developed to produce low-sulphur fuel oil for domestic power generation and higher-specification refined products for export.
History
Land preparation and construction accelerated from the mid-2010s. Trial operations began in 2020, and the refinery entered a staged operational period before its formal inauguration in 2024.
Why it matters
Al Zour expands Kuwait’s downstream capacity, supports cleaner domestic fuel use and adds flexibility to the country’s integrated energy system.
